 This repository provides the official implementation of HQC, a
 code-based Key Encapsulation Mechanism (KEM) whose security is based on
 the hardness of solving the Quasi-Cylic Syndrome Decoding (QCSD)
 problem. HQC is one of the selected algorithms from the NIST's
 Post-Quantum Cryptography Standardization Project.

I'm hoping this package will provide a shared library:

But even if they won't, there could be some value in packaging the
reference implementation anyway.

Possibly the Debian source package name should be 'pqc-hqc' instead of
just 'hqc', but I haven't started on this yet so wanted to create an ITP
bug for further discussion and coordination.
