Description : Typed syscall wrappers and plumbing for working with Linux namespaces

This is a plumbing-level Python module for working with Linux namespaces
via ctypes. It leverages glibc wrappers to access the relevant system
calls and provides typed abstractions for them.

Helmut has been working for a while on improved container management for
things like sbuild and autopkgtest. This is one of the building blocks
for that work. I intend to maintain the packaging as part of the Python
team.
