I just realized that 2.41-12 in stable was still in unstable before 2.42.

As soon as trixie-pu contains a 2.41-12+deb13u1 with the fix+symbol,
both the symbol version and the forced dependency could be lowered
to 2.41-12+deb13u1 and this should then properly cover everything
in trixie/forky/sid including stale packages.

Debian/Ubuntu might be the only distributions using a snapshot from the 
master branch of binutils?
