Add autopkgtest to check for outdated leap-seconds.list

An outdated leap-seconds.list file will make some applications fail. The
ts2phc tool from the linuxptp package will fail for example when this
file is expired.

So add an autopkgtest to check for outdated leap-seconds.list.
