Bug#819423: gdm3: Please switch greeter VT to tty1

Hi,

I think we should have a reflexion about switching back the VT on which
the greeter is starting back to tty1.

gdm now starts the 1st user session (both X and wayland) on tty2.

All the other distributions are now using tty1.

What do you think?
