amtk is a basic replacement for GTK+'s deprecated GtkUIManager class,
based on GAction. It is suitable for either a traditional UI with
a GtkMenuBar, GtkToolbar and GtkStatusbar, or a modern UI with a
GtkHeaderBar and a "hamburger menu".

Updating devhelp to version 3.30 requires amtk. It should probably be
maintained by the GNOME team.
I might package this myself if time permits, but I'm filing this as RFP
rather than ITP for now, to have a bug number for the reason we can't
update devhelp yet.
