We discussed about this topic last Wednesday in #debian-dfsg and I had a 
discussion with Dawid at #debian-mentors.

yes the first listed authors can be false positives but not all.

And the discussion about licensing autotools at #debian-legal  has so 
far made only one clear statement.

And this is: As long there are license statements and authors we should 
list them.

So I guess Dawid is working on it.
