Receive where and for what?

Your original question is whether LAN hosts should use a link-local or
global address in their resolv.conf files (and the address they use is
provided by stateless DHCPv6), right? That should be a global address
of the DNS server.

The actual DHCPv6 and RA traffic happens on link-local addresses, and
the LAN hosts will use a link-local next-hop (default gateway)
address.
