AFAIK, that starts a new installer binary, so it ought to read things afres= h. I'm not saying this is a fix, it's not. But it might reveal more about what is wrong. But it can install the base OS? My guess because "apt" reads /etc/resov.co= nf itself, so it doesn't care that the installer didn't.
