Debian's menu

I realize this is OT, but because I'm so curious, is there a document or 
website somewhere that explains how Debian handles it's X WM menus? (How, 
regardless of WM, you always have *roughly* the same menus?)

(To bring it on-topic, I just want to say that this automated menu system 
is, IMHO, the absolute best thing Debian Jr has going for it as far as for 
use in schools. Debian Jr. has lots of nifty features inherited from 
Debian, but this is by far the best ;-)
