The difference is whether or not someone can use these images for commercial purposes. One of the purposes of Debian is to create a Linux distribution than can be used and modified by individuals and businesses for both commercial and non-commercial purposes. If you own the copyright for all of these images and can change the licensing, you can choose to license them all under the GPLv3+ just like the code. In my personal opinion for projects where I am an upstream developer, this is the preferred option for images that are used as part of the GUI (which is my understanding about these images from the conversation).
