It looks like they are not distributing the code :/ There is a binary in
the release section of the GitHub project [1] so it looks like that is
indeed the official place to get the software from. So if they don't
have the code there, my assumption is that it is not open source.

Maybe contact Armin Toepfer [2], who is listed as having made the most
recent changes to the repo and who also works for PacBio?
