Oh, I forgot to mention that I bumped the htslib ecosystem to
version 1.19, except for the htslib itself which I uploaded to
experimental for a couple of reasons:

 1. I'm unsettled about a "normally internal" symbol that
    disappeared from libhts3 the table, although preliminary
    tests did not show any typical ABI breakage symptoms in
    almost all the reverse dependencies;

 2. cyvcf2 is affected by #1058768 with the new htslib 1.19
    version; while I thought this was related to the symbole
    disappearance, rebuild attempts also failed, and recovery of
    the symbol did not resolve the regression.

That's another issue to tackle, if people feel up to digging
into C to Cython to Python interfaces.
