As far as I've been involved, upstream and pristine-tar always felt redundant to me, despite trying to understand the reasons why the latter was introduced in typical Debian workflows. With the move to tag2upload, I would agree it would be a good time to sunset our pristine-tar usage if we want to simplify things.
