Request for sponsoring upload of orthanc

Dear all,

Please could someone sponsor the upload of orthanc/1.12.11+dfsg-5, which 
is currently pending in the VCS [1]?

For proper packaging of Orthanc-related plugins, this upload introduces 
a new binary package providing the Orthanc Framework shared library, 
whose name explicitly includes the upstream version [2,3]. This is 
necessary because the API of the Orthanc Framework changes with each 
upstream release of the Orthanc server. In practice, this upload renames 
the liborthancframework1 binary package to liborthancframework1.12.11, 
while providing a transitional package.

As a DM, I am not permitted to perform this upload myself, regardless of 
the NEW processing delegation. In the longer term, this implies that 
each new upstream version of Orthanc will require similar sponsorship 
from a DD.
