Request for sponsoring upload of orthanc/1.13.0+dfsg-1

Dear all,

Please could someone sponsor the upload of orthanc/1.13.0+dfsg-1, which 
is currently pending in the Salsa VCS [1]?

As a DM, I am not permitted to perform this upload myself, as it 
introduces a new package "liborthancframework1.13.0", to ensure proper 
versioning of Orthanc plugins that use the shared library containing the 
Orthanc framework [2].
