RFS: smart-traceroute/2.1.0-1 [ITP] -- network path intelligence tool with IP enrichment

This is a gentle follow-up on my earlier RFS for smart-traceroute
(originally posted in April). The package is still looking for a
sponsor, and I have kept it up to date on mentors.debian.net.

smart-traceroute is a small IPv4 network path intelligence tool written
in pure C with no external library dependencies. It traces the route to
a host and enriches each hop with:

  * ASN lookup via Team Cymru whois
  * Reverse DNS resolution (getnameinfo)
  * City/region lookup via ARIN RDAP
  * Country code, plus three probes per hop with individual RTTs

Lintian reports zero errors and zero warnings (-I --pedantic).
