Bug#1134442: RFS: ksmtuned/4.20180327 nn-1 [ITA] -- enables and tunes Kernel Samepage Merging

I have uploaded a new version of ksmtuned to mentors.debian.net
following feedback from Chris Hofstaedtler (zeha).

The main change addresses his observation that the manual build
targets in debian/rules are now redundant. These have been
removed because the Meson build system + debhelper handle everything
automatically. Other updates include dropping the obsolete debian/clean file.
