Why does excuses list a failed autokpgtest that can never run because of unsatisfied B-D?

The excuses for pyinstaller-hooks-contrib says it cannot migrate because of a 
failed autokpgtest for loong64.

The failure is simply that the Build-Dependencies cannot be satisfied on 
loong64.  As far as I know, they have never been satisfiable.

None of the other architectures that are B-D unsatisfiable are listed as 
blockers.  Is this a bug in the excuses logic?  If so, what is the best way to 
address it?
