Changes for the initial release:

The package builds cleanly with sbuild in a sid chroot via dh-cargo (all 
build dependencies are already in the archive), lintian is clean, and 
the autopkgtest passes. I am the upstream author and intend to maintain 
it, ideally within the Debian Rust Maintainers team.
