Initial release. (Closes: #1143103)

scenefx is a small, actively developed wlroots-ecosystem library (part of
the wlrfx project, alongside dwl and owl) providing visual effects for
wlroots-based Wayland compositors. It currently has no packaging in any
major distribution's official repositories. I noticed an earlier, apparen=
tly unfinished packaging attempt on
mentors.debian.net under a different uploader; there is no corresponding
ITP for it, so I proceeded with my own packaging from scratch. I intend t=
o maintain it
long-term and track upstream releases; this also unblocks packaging of
mangowc, which depends on it, but the package stands on its own merits.

I have prior contribution experience in Debian and have plenty of time
to dedicate to maintaining this package going forward.
