Bug#1143833: RFS: python-svg.path/7.1-1 [ITA] -- SVG path objects and parser for Python

Update, with thanks to Bastian Germann: helpdev 0.7.1-7 - the other package
from my debian-python mail - was sponsored and is now in unstable (RFS
#1144088, ITA #1067786 closed).

This one is still looking for a sponsor. Nothing about the package has
changed since the original upload; it is the same 7.1-1, with the same
evidence:

lintian 2.139.0 reports no tags inside a sid chroot, autopkgtest passes 56
tests, piuparts passes install, upgrade and purge.
