acknowledgement system for UDP protocols

Hi Simon,
Following up on your review — apologies for the slow turnaround. All
points addressed, and the package is refreshed to the current upstream
release:
- Vcs-* now points at salsa, live and current:
https://salsa.debian.org/gafferongames/reliable
- ${misc:Depends} dropped (debhelper-compat 14).
- watch file is version=5.
- Beyond the build/link test, the package now has a functional autopkgtest:
two endpoints wired to each other in-process run a full
send/receive/ack round trip plus fragment reassembly — pure computation,
no sockets, no wall clock, so it cannot flake on a busy builder. Verified
by injecting three defects (corrupted payload, dropped packets, dropped
fragments); it failed on all three.
- New upstream release 1.4.0; the mentors upload is refreshed to
reliable/1.4.0-1.
Thanks again — ready for another look.
Glenn
