Bug#1144291: obs-studio needs qt6-svg-plugins

Dear Maintainer,

This package should have 'qt6-svg-plugins' in depends. Most of the user interface is absent without it and almost entirely unusable.

Will affect users upgrading from deb12 -> deb13
