I have worked with Jongmin Kim on both packaging and non-packaging works since 2019 and I consider them as having sufficient technical competence. I was his mentor for a GSoC project in 2019 where we worked for rails6 migration in Debian. In addition I am also familiar with his work towards making DebConf24 a grand success. He is a very competent person who is fit for being a Debian Developer (non-uploading) both philosophically and technically.
