Bug#1118956: libreoffice: Build-Depends-Arch on non-multiarch-friendly libgirepository1.0-dev

As announced in [MBF] and [#1117130] the GNOME team would like to remove 
libgirepository1.0-dev during the forky cycle. This source package has a 
Build-Depends-Arch on libgirepository1.0-dev.

The README.Debian for libgirepository1.0-dev [README] provides advice on 
how to choose an appropriate replacement for libgirepository1.0-dev, and 
will be updated if new information becomes available.

libreoffice seems to follow the typical pattern for a package that has a 
public C/C++ library with GObject-Introspection bindings, so it can 
probably follow the same conversion steps as other libraries like 
libmanette:

_rene_ already made changes in the packaging git repo which looked 
appropriate at first glance.
