Just for complenetess:

The libreoffice metapackage does, yes. Because it tries (some exceptions) to resemble what upstream ships.

And upstream does ship setuptools in their internal python and actually even tests for presence in the testsuite:

(in addition to it being in Build-Depends: for PYTHON_SITE:=$(shell $(PYTHON) -c 'from distutils import sysconfig; print(sysconfig.get_python_lib())') uses is the distutils -> setuptools redirection magic-
