Upstream got https://gitlab.com/orcus/orcus/-/issues/214 and did https://gitlab.com/orcus/orcus/-/commit/42da864dca5c6707cfbd84d764703fa39b1ec7a2

So it's probably fixed in 0.21.0 which is in unstable and just

>    - Remove libboost-system-dev in Depends and Build-Depends.

This can be done and it builds with libboost-dev installed from experimental (and thus no libboost-system-dev present):
