Am I missing something? When I download the PDF from here, then my PDF 
Viewer still says its letter. Or maybe this is still being served from 
an older version of the package?

I navigated to https://www.debian.org/doc/devel-manuals and downloaded
https://www.debian.org/doc/manuals/developers-reference/developers-reference.en.pdf

 > fixed 1062983 14.6

The PDF link gives me 14.8 which would be greater than the 14.6 
mentioned in the bug.
