Don't get me wrong. I don't believe your or want to argument against 
you.

 From my point of view the format specs for this file do not contain this 
information.
It appears to me as a technical document, not a policy. So I don't give 
much weight
on it when it says I can sum up (and mix) the copyright statements.

That is nice! You should put that in the wiki or a policy document 
somehow.
As an outsider I would like to see this as an official Debian statement 
or policy
entry. But from my current understanding of the discussion and knowledge
of the policy this is not the case. I only have some arguments from 
individual
persons; very good arguments. But Debian is not one person.

Maybe you have an idea how to improve the policy in this way? Or maybe
the info is just there and I do miss(understand) the section?
