Seeing that exclusive root access is a demand for donating runners, that may be a complicating issue. And if the Salsa admins have to spend more effort to get additional runners that are not from the Google Cloud I understand that this is, at least at the moment, not worth pursuing. Maybe if some future enhancement would make it very easy to add and manage runners from a broader range of providers, we could discuss this again. But I do not know how difficult that would be.
