It depends on the team. In the Games Team, I tend to add myself in Uploaders for any package I care about enough to sponser uploads. So any non-DD contributor can look at that field and find a list of people who might be willing to sponsor their work. In the same way, when I need to know if a given package is still maintained or is technically orphaned, it’s the people in this field I get in touch with. Of course an Uploaders field is useful only if it is kept up-to-date, for a reasonable reading of "up-to-date".
