Simon and you are describing the two different models of "team
maintenance" in Debian. That's what we have, and none of them are
right/wrong, and there's IMO no use in arguing "teams means foo" or
"teams mean bar".
Maybe it's a bit unfortunate that we use the same term for different
concepts, but yeah, that's what it is :)
