There is a sentence (the second) talking about fresh install ("Fresh insta=
llation ISOs now available =2E=2E=2E ") in a paragraph explicitely dedicate=
d to the upgrade way=2E

Either move that sentence into a separate paragraph as "Or want a fresh in=
stall?"=20

or change the headline, so it mentions both cases, like "Already a happy D=
ebian user and you only want to upgrade? Or need a fresh install?"
