Bug#1121735: lintian: Report Python egg-info files/directories

I think that Lintian should issue a tag for the presence of 
/usr/lib/python3/dist-packages/*.egg-info files/directories.  The modern 
replacement is *.dist-info.

There is probably the occasional exception, but the vast majority of 
these are generated by Python packages that are built using the old 
`setup.py install` mechanism, which is deprecated 
(https://setuptools.pypa.io/en/stable/history.html#setup-install-deprecation-note) 
and due for removal at some point; those packages will then most likely 
FTBFS.  They should normally be converted to pybuild-plugin-pyproject as 
described in https://wiki.debian.org/Python/PybuildPluginPyproject.
