I took a look at the python-ioctl-opt package, up for sponsorship in
the Python team:

* copyright: you already noted the discrepancy in upstream's claims,
  but the issue you filed upstream about that [1] unfortunately has
  gone unanswered for several weeks now. Without clarity about the
  licensing, uploading this package to NEW is pretty much guaranteed
  to end in a rejection.

* autopkgtest: this smells like AI slop. For a simple and effective
  module import test, just set "Testsuite: autopkgtest-pkg-python" in
  d/control. If necessary (because of the underscore), the import
  name can be configured via d/tests/autopkgtest-pkg-python.conf 


Please re-add the package to the IRC channel topic and/or ping me by
e-mail once the above comments have been resolved.
