opposition to patch out broken azure datalake store from papermill?

Dear Python team,

Papermill fails to build, refer to #1129899 for all details.

One issue is that papermill pins azure-datalake-store (ADL) at below 1.0.0. A
point where a breaking change in authentication API is introduced. Papermill
currently does not support this new authentication API for ADL. It does for
Azure Blob Stores, but that's beside the point. I'm not going to propose a fix
for this upstream.

I've opened an issue upstream: https://github.com/nteract/papermill/issues/877

I think papermill is usable for many cases without the ADL support. I think it
is to the benefit of Debian users to patch out the broken ADL support until
upstream fixes it for the ADL version currently in testing and unstable.

I've patched it out for now. Still working on other issues.
