Moving sosreport package to the DPT

Hi,

I am moving the sosreport package into the Debian Python Team [1].

This was the only package maintained by the salsa sosreport-team [2] and
I am doing it as per the request of the team, which should be deleted
soon, as it no loger serves a purpose.

I could not find any entries in the DPT policy regarding such moves, so
I just ensured the maintainer field is pet properly and that the
repository generally adheres to DEP14.

Let me know if I missed anything here :)
