I just wanted to mention I was working on dask and have made bits of
progress.

I was able to slowly replicate the armhf hang in sbuild --arch armhf using
sbuild.

The simplest solution is it is probably a bad idea to have a circular
dependency loop so I've tried building dask without the python3-distributed
test dependency, but then I found some other tests that failed because of
the architecture, so I'm investigating that right now.
