Hi,

In preparation for my BOF "Future of archive-wide testing"[0], I worked a
bit on https://wiki.debian.org/qa.debian.org. I reorganized the long
list of links into categories.

The table of contents now looks like:
* QA-related tools and services
    + ''Dashboard'' services that gather information about packages or teams
    + Tools and services related to building packages
    + Tools and services related to installation, upgrade and removal of packages,
      and dependencies satisfiability
    + Other tools/services for testing/checking/linting packages
    + Tools/services for semi-automated or automated updates to packages
    + Tools, services and documentation for scheduling and running tests
    + Other tools and services
* Other QA-related links
* Ideas for new tools or services
* QA events
* QA efforts by other distributions

I also added a few entries that were missing (like Debusine), and
removed a couple that were clearly outdated.

Please review, and ensure that your favorite tools/services are listed!

Lucas
