libggml0-backend-cuda/forky depends on libggml0 (>= 0.18.0-1) and
libggml0 (< 0.18.0-2~). So migrating ggml 1.18.1-1 would make
libggml0-backend-cuda in forky uninstallable. The dependency is updated
in ggml-cuda in sid. Hence ggml and ggml-cuda need to migrate together.
This is indicated by "Implicit dependency: ggml ggml-cuda"
