Now I get it -- thanks!

So ggml-cuda will always delay ggml's migration, because ggml-cuda's
autopkgtest needs an NVIDIA GPU to run, and so the tests exit 77 (skip)
on ci.debian.net.

I'll put some thought into this and see if I cannot find a workaround.
