Outdated information in ruby-commonmarker excuses

The excuses preventing ruby-commonmarker from migrating to testing is being held up by the autopkgtests for ruby-jekyll-commonmark 1.4.0-2 and tdiary- style-gfm 1.2.0-3. https://qa.debian.org/excuses.php?package=ruby-commonmarker However, these test failures are for older versions of the packages. The current versions of the packages are ruby-jekyll-commonmark 1.4.0-3 and tdiary-style-gfm 1.4.0-1.
