The last ELTS armel support was just dropped with jessie-elts in July, 
and the last LTS armel support for stretch-lts ended in 2022. Apparently 
there's no / not enough sponsors interested in maintaining this 
architecture anymore.

(Note: AFAIU only Raspberry Pi v1/v2 and Raspberry Pi Zero v1 are 
affected, later models run on arm64.)
