Perl packages in XML/SGML group

Daniel,
	I propose moving the three perl packages


libsgmls-perl
libxml-parser-perl
libxml-encoding-perl

to the Debian Perl Group. Two of the three are out of date. 
libxml-parser-perl has dependencies that can be reduced now that 
libwww-perl is split. All are out of date with regard to standards. The 
bugs look easily addressable. Of course I could just update them in situ 
but the Perl group seems a more natural home and is very active.
