I explicitly added openssh-server in builddep, because before that, sshd 
tests were executed if openssh-server was present in the build system, 
which lead to #1006379.

I have no problem disabling sshd tests in build but when you say 
enabling it in autopkgtest, I should install openssh-server and password 
during autopkgtest, won't the autopkgtest result be also a "happy accident?"
