I've done most of these.  However, note that two of them are false 
positives:

   Regents of the University of California
     openbsd-compat/setenv.c:3
     openbsd-compat/strtoul.c:3

debian/copyright contains:

   Files:
    ...
    openbsd-compat/setenv.c
    ...
    openbsd-compat/strtoul*.c
    ...
   Copyright:
    1983-1994 The Regents of the University of California
   License: BSD-3-clause

The word "The" at the start obviously isn't legally significant either 
way.  I recommend changing your `dnq author-check` to disregard this 
difference; I see you already have various fuzz factors in there, so 
hopefully this isn't too difficult.
