Is this some kind of official request or did you just got an idea? Did 
you contact the current package maintainers? Why do you think the 
packages should be transferred to the "Debian TeX Task Force"?

There are some packages, which are in separate package, probably b/c 
they were not in teTeX in the past. They were kept separately:

If the current maintainer would request me to take over I would 
reintegrate the packages into TL and file a RoM bug, but currently I 
don't see a reason to do so.

This would need to be checked, but e.g. teckit is a conversion tool for 
encodings. It is maintained by us for some reason, but not necessarily 
TeX related.
