If the change of behavior of the absence of @documentlanguage from "en_US"[*] to unspecified language is confirmed, there should be a note in the NEWS.Debian file. [*] This default was documented in the GNU Texinfo manual, so that the absence of @documentlanguage in a manual written in English was not a bug.
