Bug#1080322: latexmk: add -parallel=N option

Just a summary of the current situation:  The parallelization code has been 
added to the upstream code of latexmk, and a number of corrections made.  It 
will be in the next release unless some show-stopper is found.  There's a set 
of use cases where it looks like it will be rather useful.
